Redesigning your Organization's Operational Review Process
Eric Malloy, ASQ – CQE, CQA, CQM/OE, Director, Improvement and Compliance Service 42D, National Cemetery Administration
Short Narrative/Description:
- Eric Malloy will give a presentation on the approach to quality at the National Cemetery Administration (NCA) which operates over 130 national cemeteries throughout the U.S. The National Cemetery Administration – one of three administrations within Veterans Affairs - recently redesigned it's operational review process. It is structured around the Baldrige framework. The reviews have a Baldrige component, internal controls component and performance measurement area.

- Recently redesigned – (Eric was the lead designer)
- Overall program structured around the Baldrige PEF
- The assessment addresses multiple areas of importance, including:
- Leadership - 6 chapters of the assessment guide align with the 6 Baldrige PEF process categories
- Internal Controls and requirements associated with the Statement of Assurance process
- Operational Standards and Measures
- Performance Scorecards
- Improvement projects, etc
- NCA does not manage Arlington NC. It does manage Quantico National Cemetery. It also manages more than 130 other national cemeteries across the United States. NCA is noted for its high customer satisfaction scores. It participates in the ACSI (American Customer Satisfaction Index) once every three years. NCA has had the highest score (public or private) each time it has participated.
Speaker Background:
- Eric is the Director of the Improvement and Compliance Service at the NCA where he is responsible for compliance and improvement initiatives including the National Cemetery Organizational Assessment and Improvement Program, Internal Controls and Risk Analysis, the Statement of Assurance Process Administration and the Grants Compliance Review Program as well as participating and various redesign and improvement studies.
- In addition to his current position, Eric has held other positions at NCA in Business Process Improvement and Policy and Planning Services where he performed external surveys, best practice studies, risk analysis and other improvement-related projects. Prior to joining NCA he worked at department-level offices within the Veteran’s Administration and at the Departments of Treasury and Agriculture.
- Eric holds a BS degree from Clarkson University and a MBA from George Mason University. He currently has seven professional certifications from ASQ and has served as an alumni examiner on the Baldrige National Quality Award Program Board of Examiners.

Reservations: Cost for dinner is $30.00 per person if reservations are made by the deadline (the Friday before the meeting), $35 if otherwise. There is no charge to attend for the presentation only.
