Description
- Virginia SPQA is one of 38 State/Regional Programs associated with the Baldrige National Quality Award Program
- Started in 1982, SPQA is the longest running quality award in the United States
- Virginia SPQA also serves as the District of Columbia Program.
- SPQA is a 501(c)3 corporation with an ALL volunteer workforce
- SPQA's Honorary Chairs are Senators Warner and Kaine.
- "Ones to Watch" is an initiative — sponsored by the Virginia Secretary of Commerce and Trade, supported by an Advisory Committee and assisted by Virginia SPQA — designed to promote the performance excellence of small businesses within the Commonwealth of Virginia.
Speaker Background
- Michael J. Novak is a retired U.S. Naval Officer and a retired U.S. Federal Employee. Highlights of his extensive federal career include drafting the Treasury Department Strategic Plan; serving on task groups chartered by the Vice President's National Partnership for Reinventing Government; developing and implementing Defense Department procurement policy; and serving as an Examiner for the Malcolm Baldrige National Quality Award and other Baldrige-based award programs, including Executive Director of the Maryland Performance Excellence Awards program.
- Mr. Novak lectures and publishes extensively on Organizational Assessment and Improvement and on Knowledge Management. He is past President of the Washington, DC, Chapter of the Knowledge Management Professional Society, and past Co-Chair of the Federal Knowledge Management Working Group. He is a Senior Member of the American Society for Quality, ASQ Certified Quality Engineer and Certified Manager of Quality and Organizational Excellence, and an Open Group Certified Enterprise Architect.
