Short Narrative/Description:
- Given the change in the administration and the current Quality environment within the Federal government and corporate sectors is it time to bring focus back to Quality through an organization like the former Federal Quality Institute (FQI)?
FQI was formed in June of 1988 in an effort to assist the federal government with the implementation of quality management and closed September 1995 as directed by OPM. As a result of the closure of FQI, the OPM Office of Executive Resources would take over the principal responsibilities of the Federal Quality Institute with the training materials given to the Federal Executive Institute in Charlottesville, Virginia. FQI did so much more than training with a very small staff.
After a brief 10-to-15-minute introduction by Bill Eastham, the question for discussion, given the current Quality landscape, do we need an agency within the Federal government to provide coordination and collaboration of the massive number of quality initiatives in use within the federal and corporate sectors?
- Dr. William A. Eastham, Jr’s.’ career spans more than 40 years of diverse experience as a consultant to the federal government as well as a senior federal employee. He served in senior leadership positions as a Senior Program Manager, Director and Senior Vice President for such companies as SAIC, Windwalker, The Centech Group, SI International, Booz Allen Hamilton, and The Foundation as well as a Senior Executive for the US Postal Service. His expertise ranges from program/project, change, and quality management to human capital, career, and leadership development.
In the late 1980s and early 1990s Dr. Eastham supported the Office of the Deputy Under Secretary of Defense for Total Quality Management in the development, implementation, and training of Total Quality Management throughout the Department of Defense (DoD/OSD); working with the Federal Quality Institute, the President’s Quality Awards, and the Malcom Baldrige Awards.
He is a Certified Quality Auditor with the American Society for Quality (ASQ), a Project Management Professional (PMP) with the Project Management Institute (PMI) and holds a Lean Six Sigma Black Belt, Change Management and Senior Leadership Coaching certifications. Mr. Eastham is currently serving on the ASQ Northern Virginia Board and served on the ASQ National Learning Center Committee to map the direction of the ASQ Learning Center’s path to serve its members.
