When Quality Means the Difference Between Life & Death

by
Stephanie Smith

This presentation will explore the role of quality control/quality assurance in the Forensic Laboratory and will include highlights of important cases where the lack of a quality work product has impeded justice.

Stephanie Smith received her BS degree in Chemistry and Forensic Science from the University of Central Florida in Orlando, FL. She has nearly twenty years of experience as a Forensic Scientist. She has worked for County, State and Federal Forensic Laboratories and before returning to the DC metro area in 1998, spent five years working for the Dallas County Medical Examiners Office Crime Laboratory. Stephanie is now employed with the United States Postal Inspection Service’s National Forensic Laboratory in Dulles, Virginia where she is the agencies Laboratory Safety Officer and their national expert on hair and fiber analysis. She is also a recognized expert in the examination of post-blast explosives, general chemical unknowns and crime scene review. She routinely instructs the Postal Inspectors on the proper techniques of Crime Scene Processing (which is significantly different than CSI!) She had provided expert testimony in County, State, Federal and Appelate Courts across the United States.

Ms. Smith is a member of the American Academy of Forensic Sciences, the Mid-Atlantic Association of Forensic Scientists and the Southwestern Association of Forensic Scientists and is certified as a Diplomate of the American Board of Criminalistics.

Ms. Smith has authored peer reviewed papers in various forensic journals including papers reviewing error rates in her specialty field of hair examination and the use of DNA typing subsequent to microscopic comparison of hair to ensure quality associative evidence.
