The Northern Virginia Section 0511 was chartered in 1983

The Panel Members are:
- Melissa Butler: Current (July 2013 to December 2014) Chair for the ASQ Northern Virginia Section 0511, previously served as a Quality Engineer, and currently serving as the Technology Coordinator and Process Manager for the Information Systems sector reporting directly to the Sector Chief Technologist and Director of Technology Investments of Information Systems; a $8.4 billion sector of Northrop Grumman. Coordinates the processes, communication, and documentation of the technology investment program, assists in the management of intellectual property, and ensures compliance with federal regulations. Developed practices to effectively maintain, distribute and enable the sharing and adoption of technology across the sector and use of effective visualization methods for communicating technology program data. Member of the corporate University Relations Advisory Board.
- Ellen Quinn: Quality Programs Management at Northrop Grumman, holds a CMQ/QE and PMP. Directs and manages Quality, Performance, Mission Assurance for several programs and projects, which includes planning, resources, staff and budget for QA, monitoring project metrics and service level agreement data collection. As a Six Sigma Black Belt, manages and directs work related to CMMI, Six Sigma and process improvement activities. Responsible for creating and maintaining an excellent relationship with customers on all procedures and processes on projects and collaborating on deliverables. Successfully guided participation of two projects through a CMMI Level 5 appraisal.
- Mark Bussow: Policy Analyst at Office of Performance and Personnel Management, Office of Management and Budget. Mark Bussow joined the Office of Management and Budget in June of 2004. He currently supports the Deputy Associate Director for Management as the chief analyst for performance management and general management policy. In this position he serves as the interim lead on Transparency Act implementation and USASpending.gov. He also led development of the Recovery Act transparency reporting model and the initial launch of Recovery.gov. Prior to this position Mr. Bussow was the Special Assistant to the Director of OMB. In this position he played a lead ership role in preparing OMB for the Presidential transition, and on a variety of special projects for the Director. Mr. Bussow also served as a Policy Analyst in OMB’s Office of Federal Financial Management, as the lead on the Improved Financial Performance President’s Management Agenda (PMA) scorecard. He first joined OMB as a Program Examiner in OMB’s International Affairs Division, with budget and oversight responsibility for the United States Agency for International Development (USAID), focusing on USAID management, operations, and development assistance. Prior to joining OMB Mr. Bussow was the Finance Officer for Technology Investment Banking at JPMorganChase, and served on the legislative staff of a United States Senator. Mr. Bussow holds a Baccalaureate degree in Philosophy from the University of Kansas, and a Master of Business Administration in Public Management from Yale University.
Dinner Location:
Maggiano's Tyson's Corner- Maggiano's recreates the classic pre-World War II dinner house featuring family size portions. The menu features both classic and contemporary recipes; pastas, salads, steaks, seafood, regular chef specials, and specialty desserts. Maggiano's offers dinner, carryout service, delivery, and banquet spaces for special occasions. Meals can be purchased in single-sized portions or as full multi-course family style meals. We're planning for a full multi-course family style meal!

Reservations: Cost for dinner is $30.00 per person if reservations are made by the deadline (the Friday before the meeting), $35 if otherwise. Due to the special nature of this dinner there will be no program only seating. To register, please use our on line reservation form which can be used up to the Sunday before the meeting. If you wish to make a reservation after the Sunday before the meeting or your plans change, please contact arrangements14@asq0511.org, and let us know.
