Managing Quality Assurance in Federal Services Contracts: Roles and Responsibilities of the Government COTR and Contract Project Manager

Short Narrative/Description:

Government and contractor personnel must fully understand the FAR requirements and their respective roles and responsibilities in order to effectively manage a Government services contract and its quality assurance requirements. Proactive contract management and quality assurance execution are joint Government Ð Contractor responsibilities for achieving the contractÕs performance objectives and the projectÕs tasks and delivering the end product.

Speaker Background:

Over 35 years of leadership and achievements in Federal Government, military and industry systems acquisition projects, contracts management, supply chain/logistics, customer service delivery, ISO 9000 quality systems, and IT-leveraged Process Reengineering. PMI-certified as Project Management Professional (PMP).

Government Contracts Proposals Strategist Ð Writer: Management, Technical and Past Performance proposal support for companies bidding on federal contracts in civilian and defense agencies. Since July 2012, serve as a part-time instructor with Houseman & Associates Trainers - Consultants teaching classes at federal agencies in COR Level II Certification (5 days) , Contracts Source Selection (3 days), Inspection and Acceptance (1 day), Performance-Based Acquisitions (3 days), and COR Management of IT Service Contracts (2 days).

Managed $89 million IDIQ Government contract and leadership of 125 employee workforce supporting U.S. Transportation Security Administration, Office of Security Technology, at two locations: Systems acquisitions project management for transportation security systems; strategic planning and business services; business process re-engineering; budget/financial management; logistics and property management; equipment configuration management; quality assurance/ISO 9000; Government contracts administration; safety programs; and IT systems development and management. Provided monthly contract program status to the Government officials through written reports and briefings on cost, schedule and technical performance for all work on the contract. Company P&L, subcontractor agreements, funding rates, technical performance and personnel management.

Accomplishments:
- Improved contract technical performance for the 18 task orders resulting in the Government issuing Option Year One and Two renewals and increasing contract value from $9 million Base Year to $18 million and $25 million second and third years.
- Assisted the Director, Logistics Branch, Office of Security Technology (CTO), to develop logistics and property management program initiates for over 15,000 pieces of security screening equipment located at over 400 airports throughout the United States and to improve the Configuration Management support posture for TSA security technology equipment and achieve ISO 9000 certification for the operation.
- Served as team leader for the SME consultant who conducted a BPR study to improve the effectiveness of the industrial engineering function within the Office of Security Technology.
- Enhanced contract internal operations for budget and financial controls, task order management and status reporting, subcontracts management, personnel practices, travel approval processes, and company and subcontractor consultant hiring procedures.
- Established metrics and technical performance assessment tool for the Government to measure quarterly contract performance and improve quality and responsiveness for each of the 18 task orders.
- Instilled customer service focus with Government client using ÒGive mÕ the PickleÓ training program for all company and subcontractor personnelÉÉalso provided training to Government personnel.
- Developed contract proposal submission for a Navy Seaport contract which was awarded to the company; technical team leader for a $1 billion NASA security services contract proposal.
- Achieved all company performance objectives each year and awarded annual incentive bonuses.
